I happened upon a video in the attempt to see how रुद्र, rudra is pronounced. It is my understanding that the "upside-down matra" on the "r" letter represents the sound in foot or cook, not boot or zoo. However, I was very surprised for lack of knowledge to find this video explaining that you must trill the "r" sound as in the Spanish "r" that is trilled, not tapped.

When is the "r" trilled, and when is it merely tapped? And what is that short mark below the "r" letter in the video? That can't be a halent symbol, as that would be the suppression of the inherent vowel right there.

It will be odd hearing a Hindi speaker with a trilled r.
र् is the original consonant, but this alone can't be pronounced.
To be able to do that, we add अ (a) to it (as usual in case of any other consonant, e.g. द् d). So,
र् + अ = र
The symbol below is indeed the halanta हलन्त.
The trilling sound is observed in ऋ (Ree).
rudrá has accented a in the end, so drá is given more weight.
र् + ऊ = रू
द् + र = द्र
रू + द्र = रूद्र
