This is true.
It is Shiva only who lends the helping hand to a Vaishnava who is about to merge with Vishnu. At this final step, this particular moment, both are humble:- Shiva "acts" a "doorkeeper", and the Vaishnava resembles a Shaiva of the highest order. Vishnu stands just behind Shiva, smiling as always, Shiva sees the effort both the bhakta and Vishnu have put together in the little story, and the mountain gently steps aside.
From theretical point of view, these are the deities that imo grant "moksha" (in the way you meant it, though I prefer the more correct word "amaratva"):-
ShivaLingam, Shiva, MA PArvati, Vishnu, BrahmA, (Vedic) Yama, (Vedic) Devi SaramA, (Vedic) Devi Aditi.
However, from practical point of view, imo, only these deities can give us amaratva:-
Hanuman, Murugan, (Vedic) AsviniKumar, (Vedic) Devi UshA.
..and other Devatas can give mukti to beloved devotees(sArUpya, sAyujya..etc) and not liberation.
These deities "span" the territory between the above-mentioned two sets of devatA.
Things to remember:
1. Life = yajña
2. Depth of Āstika knowledge is directly proportional
to the richness of Sanskrit it is written in
3. Āstika = Bhārata ("east") / Ārya ("west")
4. Varṇa = tripartite division of Vedic polity
5. r = c. x²

constant c = intelligence
variable x = bhakti
